Pastor Carias is serving a thriving Assemblies of God church in South Los Angeles. His wife as well as his 5 and 7 year old children are citizens. Pastor Carias has three 25-year-old deportation orders resulting simply from entering the U.S. without permission as a teenager. His marriage and his ministry could qualify him for legal residency but his deportation orders would have to be removed before those cases could be considered. His lawyer has filed petitions, but the process is long and complicated — Pastor Noe had been granted a stay of removal twice while his case winds through the courts. However, under the new Executive Orders, his stay of removal has been denied and he is facing deportation. ICE has said that Pastor Carias is a deceptive repeat offender — omitting that all his deportations happened when he was under 21 years of age.
